      <description><![CDATA[<p><a href="http://www.thestar.com/business/real_estate/2013/08/06/new_cmhc_restrictions_could_impact_mortgage_rates.html">http://www.thestar.com/business/real_estate/2013/08/06/new_cmhc_restrictions_could_impact_mortgage_rates.html</a><br><br>CMHC has nearly run out of funds to insure mortgage so they are restricting access to this product at least for the rest of 2013.&nbsp; The steps taken thus far by the federal government and mortgage regulators have been not slowed the housing market sufficiently and way to many mortgages are insured by lenders who refuse to take on risk themselves.&nbsp; CMHC has said enough and notified lenders that access to insured mortgages will be limited; they have nearly hit the annual maximum allowance for insured mortgages in July.&nbsp; &nbsp;The lender are expected to pass the costs of limited access to insured mortgages onto the consumer.&nbsp; Expectations are that this move will increase fixed mortgage rates from 0.20% to 0.65% this summer.&nbsp;&nbsp;</p>

      <description><![CDATA[<span class="userContent"><br>COMPLETE UPDATE REGARDING THE GOVERNMENT ACT TO SUPPORT HOMEOWNERS REBUILDING CHOICES.<br><br>July 14, 2013<br>Government acts to support homeowners' rebuilding choices<br><br>As homeowners impacted by flooding start to rebuild, new government policies will support the decisions Albertans make in rebuilding their homes, including the decision to relocate out of floodways.<br><br>&ldquo;We want to give Albertans with flood-damaged homes the information they need to make choices to get their lives back on track. We also want to ensure we&rsquo;re spending responsibly and doing everything we can to prevent flood damage like this from happening again,&rdquo; said Doug Griffiths, Chair of the Ministerial Flood Recovery Task Force.<br>The government is announcing the following policy decisions and will begin implementing them:<br>Buildings in Flood Risk Areas: For homes located within a floodway, there will be funding available through the Disaster Recovery Program for homeowners to rebuild or relocate to a new location outside flood risk areas. There will also be funding available through the same program for specific mitigation infrastructure that will protect buildings within a flood fringe area (such as berms, water control infrastructure, raising a house, etc.) Any land made available by Albertans moving out of flood risk areas will be made available for municipal flood mitigation infrastructure or for recreational use such as picnic areas, parks, cycling and hiking paths.<br><br>Extra money for flood mitigation: For heavily damaged homes requiring major repairs or complete reconstruction, homeowners in flood fringe areas will be eligible for additional funding through the Disaster Recovery Program, on top of the disaster recovery assistance for eligible expenses. This additional money must be spent on approved flood mitigation measures. Mitigation measures will be approved if they are sufficient to protect against a one-in-100 flood event (a one per cent chance of a flood happening in any given year).<br><br>Future coverage: Homeowners in a flood fringe who do not implement mitigation measures to protect against a 1-in-100 flood event will not be eligible for Disaster Recovery Program assistance in the event of future flooding. Residents who undertake approved flood mitigation measures will be eligible to receive Disaster Recovery Program assistance for any future flood that exceeds the 1-in-100 year flood event criteria. Homes and businesses currently in flood ways, and those who utilize provincial Disaster Recovery funds will have a notation on their land title to ensure that future owners of the property are also informed.<br><br>Future development in floodways: Legislative changes will be made this fall that will require municipalities to no longer approve future development in floodways. Municipalities will be consulted in the coming weeks on these changes, and will account for unique circumstances some municipalities face.<br>&ldquo;These are crucial decisions for the future of our province and the safety of our citizens,&rdquo; Griffiths emphasized. &ldquo;There will obviously be significant and extensive questions concerning the implementation of these policy directions. Our government has made good progress in flood-mapping municipalities most prone to flooding, and that work continues.&rdquo;<br>These new policy directions align with federal flood assistance programs and bring Alberta in line with provinces such as Manitoba, Ontario and Quebec which have various policies and limits on development in flood hazard areas. The changes will help the long-term viability and sustainability of communities as well as protect Albertans from the cost of future flood damages.<br>&ldquo;No eligible homeowner with flood damage will go without financial support; but when we&rsquo;re using Albertans&rsquo; tax dollars, we need to empower those receiving funds to make responsible choices. <p>CALGARY &mdash; Calgary&rsquo;s development as a major metropolitan centre is fuelling a 
growing desire for an urban lifestyle which is spiking condo sales in the 
market.</p>
<p>According to the Calgary Real Estate Board, MLS condo sales continued to rise 
in the month of May.</p>
<p>&ldquo;Tighter mortgage rules affected what buyers could afford to purchase in the 
Calgary market,&rdquo; said Ann-Marie Lurie, CREB&rsquo;s chief economist. &ldquo;And while the 
majority of buyers are purchasing single-family homes, the attractive price 
point has improved demand for condominiums.&rdquo;</p>
<p>In May, there were 413 MLS condo apartment sales, up 6.99 per cent from last 
year, and the average sale price rose by 11.93 per cent to $313,425. The condo 
townhouse category saw sales jump by 26.74 per cent to 365 with an average sale 
price of $340,889, up 3.17 per cent from last year.</p>
<p>As a comparison, single-family home sales of 1,766 for May represented a 3.46 
per cent hike from a year ago and the average sale price hit a record of 
$521,887 which was up 4.03 per cent from last year.</p>
<p>According to Michael Ward, vice-president of Grosvenor in Calgary, Calgary&rsquo;s 
urban condo market will persist despite the vast inventory coming to the market 
in future months and years.</p>
<p>&ldquo;As Calgary continues to experience above average population growth and the 
downtown office market expands rapidly, residential density in the urban core is 
becoming increasingly important,&rdquo; said Ward. &ldquo;In the past, Calgarians had a 
preference for suburban living, but as the city expands and further develops 
into a major metropolitan centre, there&rsquo;s a growing desire for the convenience 
that comes with an urban lifestyle.&rdquo;</p>
<p>Grosvenor and Cressey Development Group are proposing to build 24-storey and 
18-storey towers, comprising 319 units, at the corner of 5th Avenue and 10th 
Street S.W. The developers are hoping to start construction either late this 
year or in early 2014 with possible first occupancy in 2016.</p>
<p>Grosvenor is also building the Drake tower in the Beltline . Construction 
will be completed there in October.</p>
<p>According to a housing report by the AltusGroup, new condo apartment sales in 
Calgary were down just slightly in the first quarter of this year compared with 
last year. New sales this year for the quarter were 829. They were 919 last 
year.</p>
<p>&ldquo;The key to continued strong sales will be the ability of the market to bring 
on more affordable apartment options,&rdquo; said the report. &ldquo;Starts were down, but 
are expected to pick up somewhat over the remainder of the year. Inventories in 
the resale market remain tight which, along with still strong demand, is 
boosting prices for existing condominiums.&rdquo;</p>

<p>Anna is coming to Calgary this fall. She's 12, from northern Spain, parts her hair down the middle and stands about four storeys tall, from the neck up.</p>
<p>Her giant head, in thick wire mesh, is Wonderland by Jaume Plensa.</p>
<p>The interactive sculpture will be taller than the Family of Man statues by the former public school board headquarters, nearly as soaring as the white Trees sculptures by Bankers Hall, but will appear dwarfed beneath 58-storey Bow tower.</p>
<p>As he presented his design Monday, Plensa cracked that if Norman Foster's skyscraper is the big blue curve in the tower's logo, Wonderland is the small red dot.</p>
<p>"Such a huge responsibility to be the small red dot, in between the Calgary community and his beautiful building," the Barcelona-based artist said. "My piece is not at all trying to compete in terms of the scale of the architecture. I'm trying to link the people using the plaza with the city."</p>
<p>Plensa, in speaking about the larger of his two commissioned pieces for The Bow, was as modest as one could be about what will stand as one of Calgary's largest works of public art - financially, physically and in prominence.</p>
<p>In rough terms, saying the city is getting a Jaume Plensa is to the public art world what "getting a Santiago Calatrava" means to the architecture world.</p>
<p>"Dude, we're getting a Plensa!" said Mayor Naheed Nenshi, who reminisced about spending hours at the artist's 15-metre video installation in the heart of Chicago.</p>
<p>"The Crown Fountain - a piece of art that engages, delights, enraptures, thrills the people who come by, that makes Millennium Park a place in Chicago where the community lives," Nenshi said. "It's unbelievable and I'm so hopeful that these pieces that we're getting here will do exactly the same."</p>
<p>Large heads have become a Plensa trademark, as has using see-through materials like mesh. Wonderland will offer large portals in either side of the neck, letting visitors enter the sculpture. "People are allowed to walk inside the head and to try to dream about how a head is from inside," Plensa told reporters.</p>
<p>Earlier, his website called the project "Wishing Well," although no fountain feature will exist as part of this piece.</p>
<p>Assembly of the piece begins next week and will take roughly three months. The sculpture should be completed by the fall, as employees of Cenovus and Encana finally start working in The Bow building.</p>
<p>A spokesman for the skyscraper project said the sculpture's cost isn't a figure the developers will release. However, based on what the city demanded as a 150 per cent security for the project, The Bow is paying roughly $2.5 million on public art accents.</p>

Did you also know that: <br><br>The York Hotel, a neighbouring historic building,&nbsp;that was built from 1929 through 1930 was demolished to make room for the new building. Because of the historical significance of the York Hotel it was important to save as much as reasonable to incorporate into the new building "The Bow". Between 70 to 80 per cent of the bricks have been saved and will be used to reconstruct two of the hotel&rsquo;s exterior walls. The brown brick originally supplied by Clayburn Brick and the cast-in-concrete friezes have been removed, numbered and graphed to show the original location the brick and friezes will be put on the new building in the original locations.<br><br></div>]]></description>
